help! Should I be worried about the weird leave my plumeria seems to be growing? It's the middle of winter here and the leaves had started dropping, but then we got a heat pump and all of my plants have some back to life. But this one is growing very strangely. Any suggestions?

Needing help with the smallest seedling. I planted these seeds about 9months ago and the little one had one of the cotyledon leaves broken and has scarred over the top and never grown any additional leaves like the others in the background. Is there anything I can do that will help it grow? Thanks!
