Something Suspicious

Im chilling in my vehicle in an empty industrial park and 3 vehicles pull up fast in the parking lot across from me, one after the other. A guy gets out of each n swaps back n front plates, no chatting, they seem to acknowledge each other. They hop in and drive off fast right after. What did I witness? It happened so fast I couldn't describe any details if cops asked. So weird.
