[TOMT] Movie about a student massacre?

From what I remember it was about a massacre on a college or school facility during the night time. Multiple people die during the movie, some in more drastic ways then others, and in one scene I think I recall a drill being used to kill someone. My brother said he recalls the name "Nightmare" being in the movie title , aswell as some years in it. ("1960, or 1990") but im not sure about that one. please let me know if anyone has an idea , even if not an exact match. thank you!

(edit) I believe it was in utah? im really not positive and speaking off the top of my head.
