Employees playing on their phones on shift?

Is this an approved Tesco thing or just my store ? It's the only place I've ever seen shop workers using their phone while they're working ? I get that there's not much to do when you're on the checkout and waiting for someone but I've never seen workers in other stores just playing on their phone .
