Where do i find resources on licensing and permits needed?

Hello, I'm wanting to start a small coffee roasting business, with a coffee cart/mobile setup.

I live in California and am struggling to find all the licensing and permits i will need and requirements to obtain whatever I would need to operate legally.

My current plan is to, build out my detached garage into a certified roasting and packaging area, and then build a mobile cart that i can setup at small events and markets until i can save enough, and learn enough, to open up a small shop.

I have no idea what process or where to find out what all i need to make my space certified for roasting and packaging, I know California has some crazy regulations, I would assume i need many licenses, like food handlers, food manager permits, health certified area, city business tax license, DBA, SoS LLC registration, but I don't really know what all these would mean, or how to obtain them or if i even need them all. Is there a website that you put in the business type and it says you need XYZ?
