Lost Legacy Modlist extreme blur when turning?

Title. I am using the Lost Legacy mod list through MO2. I'm getting a solid 60fps.

I'm in the begining cave and just took down the bear.

When I turn in place & rotate my camera semi-slowly the screen is extremely blurry, as in nausea inducingly blurry. Imagine you took a screenshot in-game, then smeared the image. I tested this with no mods launching the game from steam (not MO2 so totally different game folder) and the blur was the usual Skyrim blur but not sickness inducing smeared watercolor.

I've tried disabling the ENB (in modlist "potato mode - No ENB") as well as disabling it ingame (Shift +F12).

This modlist has over 1300 mods so before I go searching one at time, I thought I'd reach out to you lovely folks to see if someone has had this same issue with this modlist.
