why is the merchant being mean?

So basically i was hanging around in Solstheim the other day and wanted to buy some healing potions from Milore Ienth but she told me to get lost when i approached her. Also the “what have you got for sale?” option does not appear anymore. i didn’t steal from her in the past and the only civilians i killed in Raven Rock are the two spies from house Hlaalu. What could i have done to her that makes her be mean? she also threatens to call the guards if i don’t go away.
