NPC accidentally shoots friend in Annesburg outside the gunsmith. Random event

I was looking for Dr. Macintosh in Annesburg to see what he had to say on the second encounter, when I seen the white blip flash on the map outside the gunsmiths. I head over to investigate and there are two men talking and one of them is showing of his new gun, whilst doing so he accidentally shoots his friend in the face and kills him. He then runs off and people run off screaming, so I chased him down tackled him to the floor, beat him a little and then hogtied him. I was going to blow his head off with a shotgun when I thought, I wonder if I can hand him in to the sheriff. I picked him up and carried him towards the sheriffs office and he starts shouting for someone to help him, I'm thinking shit here we go again this is where I get shot for trying to help when I notice people just ignoring him. Walked straight into the sheriffs office and arthur says "Sheriff" the sheriff responds saying to put him in the cell, walked over to the desk and he pays me $7.02 for my trouble haha. Anyone else came across this encounter?
