Friend’s offer rescinded after job found he had a point on his license. Was this a scam?

A friend of mine got a job offer from paycom. He said he had accepted the offer but at a later date they rescinded the offer due to him having a point on his license for speeding. The job he accepted didn’t have any driving components to it and I thought it sounded weird that they offered him the role before looking at his driving record if that was essential. I told my friend, this didn’t make any sense and sounded like a scam. Is this typical? Does this sound like a scam? My friend could also be leaving details out but none of this makes sense to me.
