Noise complaint?

Has anyone filed a noise complaint against a restaurant in Oakland for playing LOUD music well beyond the 9:00 cut off? If so, did it do anything at all? Asking the owner to turn down the music got me nowhere. I called the non emergency line and was told that someone would come to take a report, but they have no idea when that will happen. I’m wondering if anything will be done that motivates the owner to be more courteous of his neighbors, or am I wasting my time? They have personal parties every few months and they crank up the music when they do. They’re located in a residential area with homes along the back of the restaurant.
