Torn Between Ritsumeikan and Waseda

I am and applicant pursuing an international relations program and recently received two different LoAs from Ritsumeikan University GSIR and Waseda University GSAPS.

Now I am torn between the two since both grad schools are great places to study international relations. Ritsumeikan GSIR has way better accreditation and international recognition while Waseda is the more prestigious top university, plus it's located in the bustling city of Tokyo.

I would like to ask MEXT scholars here, especially those who study international relations to give me a little insight about these two options.
