is Max Payne 3 multiplayer still active on Steam?

plan on making my way towards this eventually for the 100% on the achievements but i don’t know if this game was ever very popular. the achievements aren’t obnoxious like GTA Online and appear to only take time which is great but is there enough players to be able to play this normally?

508 was the peak player count this month with 350 or so on in the last 24 hours. seems to hit 1000 every few months. can anyone verify if these are multiplayer players or are they playing single player? also is hacking a big issue?
