My monthly parking has not been billed in six months (Wisconsin)

I live in Wisconsin, USA and I am billed every month for my parking space, $135 that is automatically drawn from my bank account directly. I pay through a customer website where it has my account information and billing information set up. For the past six months, I have not gotten any money automatically deducted from my checking account. I have tried making payments on their website but the payments do not go through. I have emailed customer service over and over again, and they do not have a solution and basically told me to hang tight while they figure out what's wrong with their website. But even that was over a month ago. I have talked to other people in my building and they are in the same situation where their payments have not been processing.

I guess my questions are whether they can take legal action against me for not paying even though their billing system in ineffective? Or do I have the expectation them to find a way to take my money in a reasonable amount of time instead of a surprise charge for the entire amount owed in six more months? Especially if I'm not allowed to mail a check, this is my only method of payment is online. TIA!
