No Notifications, even on non-shortcut apps

So I found this windows 95 theme and just had to get it. First time using shortcuts to change app icons. I understand you won't get notifications thru shortcuts— okay, that's fine. But I reverted my iMessage app to normal and deleted the shortcut for it so I can still get notifications on iMessage only, but l'm having no luck. I made sure to go into settings and check that all notifications are on, but still no luck. Does anyone know what I'm doing wrong? Does the setting app also need to be reverted? I'm perfectly okay with everything else not sending me notifications. I just want my phone to buzz when I get texts
