Refund advance

Hello I have a quick question. I applied for a refund advance last year and got denied because I owed unemployment last year and they took my federal refund but this tax year when I call the Tax offset line it says I have no more offsets. But I been reading and people are saying if I owed last year and it’s been paid off ,I still can’t get the refund advance. Is this true HELP
