Need help with cursor glitching

So whenever I hover over the top left corner of my screen in game, it shows my regular cursor instead or HOI's little hand thing. I can't click on anything in game, and can only open the decisions tab by using the Shift-Q technique. I'm playing tfr, if that helps.
