Here's a question that's been on my mind after reading a fanfic: Why are Sinners ranked above Hellborn?

It doesn't make sense to me. I mean, Hellborn were there first. They were born in Hell. Logically to me it makes more sense for them to be ranked higher then Sinners. Not counting royalty.
