Help me 😭

Help! What am I doing wrong?! 😭 So I started out with this antique cedar chest, sanded it and tried shellac. Did not like it-removed shellac w/denatured alcohol, sanded again, but this time I keep getting these tiny circles and it looks rough. It does seem to get a little better after sanding w/220, but it’s definitely still there. How do I fix this?
