Charity - What does it mean to you?

I recently found myself discussing with a 50+ year member of not only my Blue Lodge but also the Scottish Rite, discussing the idea of charity. To him, charity is earmarked for our Brothers and their families, and not the general public.

So I ask:

1. How do you define "Masonic Charity"?

2. How, in your experience has that definition either been changed or mis-interpreted?

3. Who takes precedence: A Brother and his family, or a struggling child?
