Inertia switch unplugged but truck still runs

I had an old inertia switch that CUT the fuel without intending too (which is expected) so I replaced it. Today I wanted to replace my fuel filter and the manual says to unplug the inertia switch so that the fuel gets used up and relieves the pressure. Except it still started, I even turned it off and on 3 times (each time ran it for about a minute), eventually driving it back out to my driveway cause I ran out of time. But I was under the impression that it's supposed to shut off when it's unplugged. How is it starting and running with the inertia switch unplugged? For a 1997 2.3 2wd
