Hostile Work Environment?

Hey at what point do all of these comments and policies against Federal Employees constitute a hostile work environment?

• "lower productivty"
• "lazy"
• "an existential threat to our Republic"
• "We want the bureaucrats to be traumatically affected. When they wake up in the morning, we want them to not want to go to work, because they are increasingly viewed as the villains."
• "if they want to rip the American people off"
• "They're destroying this country. They're crooked people, they're dishonest people. They're going to be held accountable." - said before his election
• Edicts on what bathrooms employees can use.
• Inciting paranoia with the "see something say something" DEIA forced email
• Constant discussions about RIFS and Layoffs
• Threats to cuts benefits and retirement
• A Special Goodest Employee targeting people and agencies through Social Media - with words like "killed" and "chipper."
