IRS official notification about the $1400 refund

We had a discussion elsewhere in this sub-reddit about several non-resident aliens present in the US in 2021 receiving $1400 (link: LINK)

I received an official notifcation from the IRS this morning, stating this in the letter:

We changed your 2021 Form 1040-NR because of recent tax laws, rulings, or regulations required us to correct your Recovery Rebate Credit. As a result, you are due a refund of $1,400.00.

I was wondering if anyone else received the same. This makes me suspect, in contrast to what I thought and discussed earlier in that sub-reddit, that we are actually eligible now.

EDIT: Although the official IRS announcement in December does not confirm if that stimulus amount is for both resident and non-resident aliens, it however does indicate that individuals who did not claim a recovery rebate during 2021 tax year will receive one now (LINK).

EDIT 2: This might be a long shot but I believe there is a remote possibility that there could be a policy change, allowing NRAs to receiving stimulus checks. This happened previously, in the case of Higher Education Emergency Relief Fund (HEERF), for instance. International students were initially ineligible to receive funds for the first two rounds of disbursement, but were eligible to receive during the third round. I have received $1200 during HEERF III. While HEERF III (Dept. of Education) and stimulus checks (IRS) are not related, I suspect the changes to HEERF may be applied to the stimulus checks. Again, this is just my speculation.
