Get into contact with writers

I’m currently going through competitor backlinks to find writers to contact about a similar article to be written for me. I’m wondering if there’s a better way to do this.

By this I mean, is there a better way to find articles in my niche that allow expert advice?

Should I be contacting the writer who a lot of the time is a freelancer or the editorial team/editorial chief for the website as a whole?
