Is it possible to Germany > HRE?

The decision tells us that Germany will leave the HRE upon forming, or if the emperor, HRE will be dismantled. With how many provinces it requires to form Germany, is it feasible to lose emperor status, form Germany, then become the emperor again and form HRE? Are there any tricks to do that easier?
