With Blizzards history of creating artificial time gates, is it possible Styigan Stones have an invisible cooldown to drop?

Has anyone received multiple in a Day, or an hour?

This thought just occurred to me, and with their history of trying to extend play time in their games.. it wouldn't surprise me.
