Panam’s Questline: Riders on the Storm bugged

Hello All,

I have completed the mission “Life During Wartime” where you interrogate Anders Hellman.

The next quest for Panam’s story is supposed to be “Riders on the Storm”, initiated via a phone call from Panam around 12 in-game hours after completing “Life During Wartime”.

The quest is currently bugged, in that Panam has not called yet despite being at around 2 in-game days now. I have tried reloading out saves but I am getting the same result. I have also tried calling her via the phone, in which she does not answer. I have also tried locating her at the camp, but I am unable to interact with her as she is in a “playing on phone” animation on repeat.

I am hoping someone can give me advice on what to do to fix this. I don’t want to miss out on the rest of the questline because of progression issues.
