Quick question regarding crafting

Played this close to release a few years back. Returning now to experience the game polished with DLC. I remember being able to craft the best guns. (Tier 5 iconic’s and stuff like that). Getting decently deep into the game, not seeing an option to craft anything above tier 2. Was wondering if I needed to do anything to unlock it? Can’t remember, thanks in advance!
