How the Fuck do you defeat the butcher?

I tip toe around him but every hit slashes off 1/3 of my health. I literally never get above wave 11. I feel like that journalist who couldn't dash in the Cuphead toturial. I cannot figure this out, please for the love of god tell me how to defeat him!
