Weird bots in public lobby?

Has anyone else noticed the strange bots in public lobby's that have gamertags like real people except they are looking directly up to the sky and are running around in circles? I had at least 2 on my team and 2 on the enemies team that were 100% bots in a normal multi player match? Iv never seen this before untill now, so im just curious to see what the situation with that is?
