Hector Salamanca: He is responsible for pretty much everything, groomed all of his nephews into becoming cold-blooded killers, shot max and warped Gus Fring into becoming a monster we all know, absolutely has no respect for anybody including his henchman such as when hector almost suffers from a stroke and Arturo gave him some water, instead of showing gratitude, hector responds by shoving him out, has no problem killing innocent people and threatening mike he'll send his nephews (Marco and Leonel) to pay a visit to his daughter in Law and his granddaughter if mike doesn't reduce Tuco Salamanca's sentence. Hector has no redeeming qualities and is an abouslute disgusting trash human being

Jack Welker: Leader of the Neo-Nazi Supremacist Gang who committed God knows how many crimes in the past, Jack wanted to kill Jesse but felt nonchalant about Todd keeping and salving Jesse, Jack also threatened he'll kill Brock if Jesse does not cooperate (heavily implies he also brutally beat Jesse at his compound for months) Jack is shown to be an hypocrite as he did not want all of his men to be greedy yet, he ordered all of his goons to steal $70 million from Walt

Don Eladio Vuente: We have no backstory given to him about his childhood or how he got on top and earn the Don name, Eladio may seem like a pleasant and charismatic to talk to, however you could also easily earn his wraith without you realizing until it's too late, He is directly responsible for max's death and made Gus plot out his revenge for 20 years, calmly threatened a waitress he'll cut off his finger should he spill the drinks. He send a couple of his cartel guys to harass Gus and sabotage his trucks just cause he needed Heisenberg to cook at Mexico, Eladio also manipulated the situation of the rivalry between Hector and Gus, also laughing off whenever his men brings him less money then others

Lalo Salamanca: A criminal mastermind who appears to be very charming and well-mannered however, he has committed brutal acts such as murdering fred and howard who were innocent people, Lalo also planned on having a body double on Mateo and brutally stabbed Sylva as well, used a 17 year boy as an shield, threatened Saul about his car, gleefully told hector one time when they burned down an hotel and tortured an hotel guy and made his wife listen to the whole audio. Lalo seems to enjoy committing these acts that I decided to put him on this list

Gus Fring: Mainly an pragmatic man just like lalo, started running his drug empire since youth, also tortured a coati (although it's debatable if the story happened or not) has ordered the death of Werner, threatened nacho if he does not follow the orders such as be a double agent for lalo, than he'll send victor to kill nacho's dad, Although his threats seem like a bluff, It should still be counted for as serious since Gus Fring is somebody who would murder a person without a blink of an eye either by himself or by proxy. He killed victor who also was his longest serving minion (although he did have a reason though) in the most gory brutal way you can think of. Despite all this, Gus did show some care for people such as Gale, Max and David at the bar.
