Is this allowed??

So I got hired for a seasonal position, but the manager decided to keep me once the season was over. I understood that the hrs would decrease bc seasonal is when we get the most business. However, multiple days out of the week I am being called to not come in bc “we don’t have enough hrs” or I could only work abt 3hrs out of a shift minimum. I just don’t get it bc our manager makes the schedule two weeks in advance it’s like yk we have limited hrs to give why are you over scheduling??? It’s just ridiculous atp. I’m hearing from other ppl they do this so ppl can quit and they won’t have to pay them unemployment…
