If it comes down to it, what blue states will ACTUALLY take action to protect trans people?

I know about the map and that there are blue states that are safer for trans people to exist in right now. I’m trying to escape and get to one of them (I don’t know if I’ll be able to, which is terrifying). I’m scared that I’ll make it to one, and then the state will give into political pressure and start turning us over.

What states are the most likely to actually fight to keep us safe?

I’ve heard California has a history of taking action and standing behind what they say. Is that true? What about Minnesota (I’m told it’s a trans refuge, but will they actually protect us?)
