Is there a double standard between piltover and zaun?

Ive seen a lot of people use the fact that Zaunites are oppresed to excuse their actions. When I talk about the crimes committed by Silco and the Chembarons the first thing out of peoples mouths is “theyre zaunites” or “pilties have done worse” which boggles me bacuse they are people with power in Zaun who (while still being pppressd) are oppresors themselves. When I talk about Jinx’s terrible actions people use the fact that shes mentally ill and grew up poor to justify her even if the two have no correlation. Oppressed people can oppress and harm others; I feel people should know that. And yes I understand that living under certain circumstances can effect who you are in the future, but I dont think its responsible to chalk up a character/what theyve done to where theyre from (Zaun/Piltover).
