Central list of STs

Hi. I'm trying to fill the Prelims form but I can't seem to access the central list of STs from the link given. The page redirected to is blank. I have searched almost all over the internet to get that list but i couldn't find the same one.

Has anyone encountered the same issue? If so, please let me know how you handled it.
