I need to stop over thinking and just commit, but I'm so worried I'll make the wrong choice.

I want to go back to college and finish my degree and get a bachelors in something, advance my skills, and earn more cash and live a better life. I have great ideas on what I want, but I'm overwhelmed by the choices I have to make:

- Do I go for a software engineering degree? I could choose an art degree, but paying the bills won't be easy. I'm not thrilled working in tech (I'm a Engineering Aide that works with software) but it's certainly in demand. I'm not the best problem solver and math will be hard. I could go with art but my skills aren't great as-is and I'm not sure if animation would be enjoyable. TLDR: I've been invested in tech for a while, but I have an itch for art.

- I'd love to fly away and move out of my home country. I want to experience new things, but is it worth it to ditch my citizenship? is the US really the "best" option? I could ditch it all and move to Germany, but find out the US might be better for all I know. My parents are moving to Washington within the next 10 years and I'd love to move there with them.. I'm just not sure if I want that to be my final destination.

- There's so many colleges.. so so many colleges. Without figuring out my other 2 points above, I'm stuck trying to decide. I could go to college in state (Alabama), but it might make applying for a job in Seattle difficult. I could go to a college in Washington, but will this work abroad?

I just don't get how people figure this stuff out. I'm so stuck, but I NEED to make a decision. I'm only 25, but I want to use this time to learn what I need to learn and do what I want to do.
