toxic explosions?

hey guys, newbie here. so every time I do a special operations with randoms, there's always some skill someone does that makes the vulgus explode in some kind of toxic cloud. can someone explain whose/which skill does that? I play Freyna quite a bit but I don't see her skills do anything like it, as far as I know.
