Where do I find the last power?

From Googleing powers I've worked out I'm missing supernova, from what I understood it was a bugged mission until the recent patch and has now been fixed. However I still can't get the mission, I talk to Vladimir and he is still saying he cant see any temples, what am I missing?

At this point I don't care about spoilers or anything, I've been to until and come back to see if that would fix it, I've tried everything, please help.
