Why does mui goku have 4 health bars

Fusions I can understand but 4 especially in ranked singles is unfair as the fuck. If they wanted it to be “lore accurate” like folks love to shout shouldn’t he have the LOWEST health since that’s really when he uses the damn transformation as a get out of jail card.
