Has anyone with found an effective "rich" moisturiser?

For context, I have a history of moderate-severe cystic acne in combination with rosacea. Through a combination of a better diet and skincare routine, I've had the acne mostly under control for the past couple of years. But I still have to be very careful of what I'm putting on my skin because if I break out, it looks horrendous and can be very painful.

The main issue I'm having with my rosacea isn't the redness, but the dryness. My face flakes a lot, which I'm quite self-conscious about. I use Simple Light moisturiser because it doesn't aggravate my acne, but it doesn't last and within an hour of application I'm flaking again. Reapplying it throughout the day isn't feasible when I'm at work, certainly not hourly. So I really need to find a longer-lasting moisturiser, but the usual suspects have always caused me problems.

Cetaphil is the worst - every product of theirs I've tried has resulted in horrible breakouts. CeraVe moisturiser stops the flaking, but aggravates my redness. It also makes my skin super oily and tight-feeling, as does Simple Rich.

Has anyone found a moisturer that a) doesn't wear off after a very short time, and b) doesn't make their skin feel like an oil slick? I know everyone's skin is different, and what works for you might not work for me, but I'm willing to give anything a shot unless it's ruinously expensive. Any recommendations are much appreciated :)
