Vanguard or Assassin

I am building a Dual Axe, Deathworld, Crime Lord melee heretic with heavy armor and I was wondering, what is better Warrior into Assassin or Warrior into Vanguard, because I've noticed that all Assassin skills scale with Agility, but also deal dmg % based on enemy health, but my character will mostly focus on Weapon Skill, Strength and Toughness, so I wonder what could be better, plus Vanguard gets to do counter attacks and all is Toughness based.

Any suggestions?
