How to switch between action button options?

I'm not sure if its possible but I'm curious if anyone knows a way to switch between the options the action button uses during battles, specifically terastilizaiton and dynamax. I'm making an all generations all battle gimmicks game and there's times where you want to tera but can't if you haven't dynamaxed yet. I looked through the tutorials pretty well and couldn't find anything about this, but if I've been overlooking it please point me in the right direction.
