What the hell are the rules of voltorb flip?!

I thought it was like minesweeper, which admittedly I’m not very good at by I’m worse at slots so I have it a shot. What is the 3 in the corner??? I thought the number meant how many voltorbs were in the 8 surrounding tiles, but I see that’s not the case.

… I see how there’s a second number in the colors, so supposedly the tiles is supposed to add up to that number?

But I would just like an explanation of the rules.
