CO2 Advice

I have a Hygger sponge filter (I will be cleaning it today) and a CO2 diffuser. Can I get this outlet to disperse my CO2 and where should I put it to do so? I've tried a couple placements but it's not having the desired outcome of pushing the bubbles through the tank Note: I'm sure a wavemaker/pump would be better but I'm trying to keep things low tech/not buy more stuff. Thanks!
