The looming arrest of Rodrigo Duterte at the hands of the ICC and Interpol will be a moment of reckoning. His brutal “war on drugs” claimed thousands of lives—mostly the poor—through state-sponsored killings. Duterte must face justice, and the Philippine government must cooperate. If he returns from Hong Kong, he must not escape. If he flees, Marcos Jr. must be held responsible for allowing a mass murderer to escape.
The Duterte administration’s "war on drugs" led to the deaths of over 30,000 Filipinos, many of whom were poor, defenseless, and executed without due process. The real death toll is far higher, with many killings systematically covered up by the police.
Aside from the drug war killings, Duterte must also be held accountable for:
Extrajudicial killings (EJKs) of activists, human rights defenders, lawyers, and journalists under his administration such as the Bloody Sunday Massacre in the Calabarzon region.
Corruption and plunder linked to government pandemic response anomalies, including the Pharmally scandal involving over billions in stolen public funds.
We reiterate our urgent call for Rodrigo Duterte’s immediate arrest and prosecution. The ICC warrant must be fully enforced, and local cases must also be filed to hold Duterte accountable for offenses beyond the ICC’s investigation. The Marcos administration’s failure to act decisively on this matter exposes its complicity in shielding Duterte from justice.
Furthermore, we must also hold Marcos Jr. accountable for the continued extrajudicial killings and human rights abuses under his administration. According to data from the Dahas Project, at least 918 drug-related killings have already taken place under Marcos Jr.'s administration as of 2025. Of these killings, 40.25% were perpetrated by state agents between 2023 to 2024. This proves that the state-sanctioned killings have not ended, and Marcos is not just a passive enabler but an active participant in Duterte’s legacy of violence. Marcos ran on a platform of unity with the Duterte camp, yet now that the crimes of the Duterte family are beyond denial, he has failed to ensure accountability.
Duterte’s arrest will be a historic moment for justice. Duterte must face the consequences of his mass murder, corruption, and human rights violations. Marcos must also be held accountable for being complicit. The people will not forget. ###
