Will the red state precision strike punishments apply to PA?

Canada’s prime minister’s said he’s gonna enact “precision strikes” against red states in retaliation against Trump’s Teriffs. I’m all for retaliation, we screwed Canada so Canada screws us, but will the precision strikes apply to swing states that swung red this election or just continuously red states?

If it will apply to swing states that voted red like PA, what exactly will these precision strikes do? Is it going to heavily impact prices for everyday goods, or just for very specific items like alcohol and stuff? Will this affect counties that voted red and areas that voted blue equally? I’m in Pittsburgh, we voted blue but the state ended up red. Are we extra screwed?
