Is it possible to enable WiFi hotspot on laptop without Internet connection and use it for virtual desktop?

I'd like to be able to connect my headset to virtual desktop when I'm at my cabin and there's no Internet connection. My laptop with W10 says it needs Internet connection to enable hotspot...
