Wayne quote

Hello guys! I was reading the Alloy of Law and read this quote from Wayne. English isn't my first language, so I can't understand what does Wayne means. I mean, what does he mean by puffy things that float high above, or a word with a lot of curves?

I need an explanation. Thank you

Edit: I think I know what he does mean when he says "curvy." But I still need an explanation
