Did I mess up in mafia 3?

The first district I did was barclay mills and I gave Cassandra the garbage and vito the guns. Then when it came down to assigning the district the leader I gave it to Burke. Vito and Cassandra were pissed. Since barclay I gave vito downtown and Cass French ward and all seem cool. But someone told me if I take a racet away once the underboss will betray me.
