Is agent 47 like a regular employee of the ICA?

Is he allowed to leave and go home at the end of his missions? Does he get paid like a “normal” ICA agent? Because he’s a clone and genetically built different, I was thinking he was “owned” by the ICA like an asset. Does he even have a life outside of these contracts?
