Need a phone recommendation under 40k

My dad has told me to search a phone under 40k for my sister who just got into IT engineering 1st year. I can drag him to 43k but not much. I was planning on oneplus or samsung S23 fe or Google pixel 8a. Any suggestions or recommendations would be appreciated .

Apart from normal usage she wishes to have a good camera as she wants to learn basic photography
